César Gaviria fue presidente de Colombia durante una época marcada por la violenta lucha contra el narcotráfico. Tras su salida de la presidencia, pasó a jugar un importante papel en toda América Latina. Fue secretario general de la Organización de Estados Americanos de 1994 a 2004.

César Gaviria was president of Colombia during a period distraught by the violent fight against drug trafficking. Post-presidency, he went on to play an important role in Latin America. He was Secretary General of the Organization of American States from 1994-2004. That is where he became one of the most influential voices on regional issues.
